Did you get a receipt for filing? Have you checked the status online? Have you called USCIS and ask to be bumped up to an immigration official because your time is past due? Has he moved and failed to receive a notice that was sent? Was it filed at the Vermont Service Center which is currently pretty slow processing I-130s for the CR1? The listed processing time is 6 months and if you are past that time, they are supposed to talk to you about it and tell you what's going on. That's what I would check on first. You can file the I-129F if you have a receipt for the I-130.

Thank you for the answer, well yes he called them, they keep on telling different information( once they told the case is under process, then that the case is in the embassy which is impossible as we didn't receive any notification of case complete and I-842 approval and that's weird), today we received I-130 approval with the dirrection to file for I-842, which we have already sent to them, they said the case is in NVC, the point is that we sent I-842 3 months ago..but haven't received any notice that they have it. My husband didn't move anywhere.
I was recommended to start working at K3 visa which is much faster but is it possible to file for several petitions at the same time... it was filed at California Service Center , I'm not sure if we have case number..where should it be??? on I-130 approval?
my questions basically are :
1) how long can I-842 be processed ? 2) is it possible to send I-128f along with that form and start working at K3?
thank you very much
all responses are very valuable
