I had to email the embassy to see if they got my fiancees paperwork. They still have not sent me anything.
They were pretty slow getting the paperwork to my fiancee too but that could have been the mail system in her country it is known to be very slow at random times.
The embassy did not care if she actually received the paper work and actually emailed me all the documents that I could forward to her to print out for the interview and was able to schedule the interview date without receiving the packet. My Fiancee arrived here on a K-1 VISA.
Conditional GreenCard has been received.

The K1/K3 NOA2 goes to the US citizen who submitted the petition to tell him/her that it was approved. It's in regular mail and is an important document. Make copies and don't lose it. A copy is needed for submitting with AOS.
Then the approved case is transferred from USCIS via the NVC to the foreign Embassy. It is now under the Dept of State (DOS) because they issue visas. Nothing will show up on USCIS online status thing because it's not USCIS anymore.
The Embassy will have procedures for the fiance to follow to apply for the visa. Most send a letter of instruction to the fiance. Some send forms. Some just send a link for downloading. The forms start with DS- because it's Dept of State.
Once visa is issued, you're done with DOS and it's back to USCIS to apply for adjustment of status (green card) after arriving in the US.
