Have you ever been refused a US Visa? (question-31 in DS-156 Form)

I did apply for student visa since 1994 and they refused my visa.I'm not sure what going on and soon I'm about to apply for fiance visa could I answer this question as "none" Thank you very much...

It is better to answer all questions honestly. They probably have a record of your refused 1994 student VISA.

I said yes when filling out my fiance's DS156. As russell says, its better to be honest. And to put it into light, my fiance's visa still got approved even when i was honest. So i guess there's really nothing to worry about.
