I129f fiancee visa Transfered to Phoenix Arizona

hi to all of the people who are active in the forum with different questions and asking about different cases of application,,

I am just newly here,and I want to hear anyone who can help me about my some confusion of our case ..

Because,my fiance filed a K1 129F for me about last year of November 09,2009 and sent to "California Service Center" and he received a notice given by USCIS,with our Notice "Receipt Number" for tracking our case status,,so every time it says its on " Initial Review" until we waited for over 5 months now,,and then he received another notice given by USCIS,saying that our case " They Transfered I129F to Phoenix Arizona for another time Processing,,Im wondering why they transfered our case..I dont know how does it takes long.
and aslo he tried to call the number given by USCIS but seems doesn't work,I hope there is someone who can help to give the number that can talk with someone.. and answer my confusion about our case.

was the Arizona branch you're service center to began with?....wait..is there an Arizona service center???

right after my fiance received the notice,,it was "Receipt number" our Application has been remain as "Pending" in "California Service Center" for over 5 months,,,until he got another notice saying..that our case Transfered to Phoenix Arizona for "Another Processing" I don't know why they did that since we filed the application in California Service Center

As far as I have read,,Phoenix Arizona is a local field office
