India ~ Police Records

We are unclear what is needed with this in that I know that we need the forms from her local area and from the passport regional office.

However, she has never left the country so does she still need police records from 16 years old? I've been reading conflicting requirements and want to be certain.

Police records are not exclusive to those who left the country ever. It is a test to ensure that a potential immigrant does not come with a rap sheet (remember the boat people, criminal elements dispatched by Fidel himself, from cuba in the early 80s?).

So, if she has lived in more than one place, you will need a cert from each of those locations (not to mean different apartments or houses in the same town, etc. as all those count as one location)
