This isn't a process that happens overnight. It is the Federal goverment here, so things are slow. 6 months is the allowed time that the USCIS has to process the petition. Could be longer but usually faster. Depending where you submitted(California or Vermont) will change the completion time.
You should have recieved a notice( 797) that they are processing your petition. I mailed mine July, 02, USPS confirmed reciept the 6th, USCIS shows recieved on the 12th and I recieved the 797 July 21st. I applied in Cali and estimate approval the 2nd week on Sept.
The $455 pays for the background checks done by the U.S. Gov. for the petitioner and the fiance.
All this information can be found here, is a great website for the Visa process and specific time tracking for different Embasseys.
I would suggest doing alot of reading. I know I have read everything I could get my hands on.November 2009- Met online
May 13,2010- Visited her in Cebu, Philippines
July 01, 2010- I-129F mailed Cali office VIA USPS
July 03,2010 confirmed delivery to USCIS VIA USPS
July 06,2010 recieved by USCIS
July 12, 2010 I-797C NOA1 mailed by USCIS
July 21,2010 Received I-797C

As in pervious post, USCIS take up to 6 months to process 129f depending on which office. We went through Vermont and took 3 months, received approval letter 22nd June, we started 9th March we received receipt letter one week later. 22nd June approval sent to NVC was there 3 weeks then sent on to my consulate in Australia 15th July was there for just over a week and I got email Tuesday to tell me when interview is 17th August. So all up has taken 5 months when I have my interview. So be patient even though I know it is hard but I was fortunate that I went and had 3 months in US with my fiance from end of march till June, as could not bear being away.
Hope it all works out for you and hey the 455 is only the beginning man, but truly USCIS has all the information you need I did a lot of reading too and printed stuff off so as to know the process.
