American Citizen getting married IN Uganda

I would like to know what to do about the scheduling officers in Uganda requiring a US document stating I have never been married before. I checked and there is no such document or a way for any office to verify for sure that I have never been married since only Marriage records include those who HAVE been married before, I'm planning to travel later this week,pls reply & thanks
