Fiance visa allowed to expire by consulate

I called the USCIS when I found out the visa petition was being sent back to the states and they told me that as soon as they got the visa petition that they had 6 months to review it and reissue it if they approved it. That was in August and I told them it would expire in September. Today I got a letter from them that they received it and since the consulate didn't issue the visa that it was expired and I had to reapply for another visa with fees. What can I do? No one has given any reason for not issuing the visa except the consulate emailed me and said they sent it back for review to the USCIS.

ya been there ok bro... what you need to do is re-apply asap might have to make another trip back to see your loved one! if your 2 years expired I know it doesent seem logical after you reapply you will soon recieve an intent to denie this will state the reasons that your previous visa was denied and you will in wrighting argue them with law and example I will give oyu from my own experance is ok Ill give 2 I accaually had 5 reasons 1 couple only met once in person my arguement being law states couple must have met at least once in person with in 2 years to be elagable for fiancee visa 2 applicant did not speek english well in this case I argued that she did speek english invited them to speek to her themselves however argued there is no stipulation that applicant needed to speek english to become a us citizen

K-1 visa confusion

I got my congresswoman to look into the letter and according to her contacts at USCIS the visa was on someones desk waiting for final review as of October 2010. It doesn't seem as if the USCIS knows what they are doing. I got two letters in April and May 2010 saying the visa was approved both times. The update online still says it was approved in May. I am still waiting for a second letter from them stating what they decide.
There has been no excuses yet as to why the visa was sent back for final approval.
