Our story is a bit complicated. My wife is a Turkish citizen, I am a US citizen. Five years ago, she entered the US on a F-1 visa for to pursue a PhD. She let her F-1 visa expire this May because she was out of the country doing research. We were married just a couple weeks ago in Istanbul, and plan on reentering the US next July to resume teaching at our university and eventually finish our degrees. The question is, then, should she a) apply for a F-1 renewal and then file for AOS once inside the US, or b) apply for the K-3? I know the K-3 requires me to petition on her behalf, but I am out of the country as well. Is this petition something I can file at my local consulate? Also note that we are living separately, I'm researching in Spain and she is currently on a fellowship in Romania.
Given that we are beholden to the academic calendar, it is imperative that she can at least enter the US by the beginning of September, so that she (and I) can resume working at our university. So time considerations are important. This is our first step in figuring out this mess, so all information is good information, and thank you in advance!
