First of all, is he a USC? Only a USC can bring a fiance.
There probably is not much difference in the processing time for either a K-1 or K-3. Both are nonimmigrant classifications with a follow-up of adjustment in the U.S.
Coming as the IMMIGRANT spouse (full consular processing) would take longer than either a K-1 or K-3.
Marrying first would add time and some expense as he would have to fly over you'd have to get married there. Probably a bigger wedding if you both have large families in the Phillipines vs. the U.S. The embassy does not have the authority to perform marriages. It would be a Filipino marriage.
As for the baby, if born in P.I. his birth cert. will say illegitimate if you are not married. Won't it? Or has the law changed about that? Do you want that? Provided the father is a USC, the baby should be a USC at birth either way, it will just be a matter of amount of required paperwork at the Embassy depending on if born in wedlock vs. out of wedlock.
You two have to decide how you want to proceed.
