K1 visa issue - China Police Clearance letter from Shanghai for a Filipina

My fiance is from the Philippines and we met in Shanghai over a decade ago while we were both living and working there. Unfortunately she never got a Temporary Residence Card upon arrival and never was registered with the Shanghai police. We secured a notarized Unobtainable Police Clearance document prior to her interview which the US Consulate in Manila does not seem to accept. This is the only factor holding up her Visa approval. Are there any alternative manners to obtain this document without a Temporary Residence Card document?
