Applying for tourist visa before marriage

My sister in India may be getting married to a US citizen..she would like to apply for a tourist visa first so she can come stay in the US and spend some time with him before her marriage.

If she applies for a tourist visa, stays in the US for a month or so and then later they apply together for a fiance/K3 visa, are there going to be problems for the K3 visa application considering that she had just applied for a tourist visa before? Is it better to not apply for the tourist visa in this case? Thanks...

Well to begin with there is no K3 if she marries in India then the USC goes back to US and applies for a CR1 spousal visa. If they want to get married in US then the USC applies for a 129f Petition to allow your sister to come to the US on a K1 fiancee visa. She can of course come and visit him in the US but she must show strong ties to India as in home and work and income that she will return to India and not try to stay in US. She will then go back to India and wait for her interview.
