    I am a US citizen who has engaged to my 3rd cousin in Iran. We were matched by our family and have gone through all customs and traditions to be engaged/marriage by our parents and elders. There has been formal asking-for-the-your-daughter formalities, buying my fiancé an engagement ring, engagement party and etc. I have documented the every step of the way. Fiancé’s parent approval statement for our marriage, her friends statement, engagement ring pics and receipt, the engagement hall rental receipt for the party, all phone call records, all email records, records of gift I mailed to Iran for her and lots of pictures of me that I emailed her and all of those that she has emailed me, pictures of her parents and other elders during the engagement party. And here's the question: We had not met in person and I have explained that under no condition I can enter Iran since I was a refugee in the US and it's not safe for me to travel to Iran so, will INS approve the K-1 visa and if not, can we meet in a 3rd-party country and re-submit?

    If you read the instructions of the 129f petition the only way you would not have to meet if it was for political or religious reasons. You have to prove that you have met in the last 2 years to apply for the 129f petition. If you have already sent off application you would not have had any proof hey but if you are only just doing it now then yes you can meet her anywhere you like it does not have to be in Iran or USA. Meet half way anywhere but you must prove that you have met , photos, boarding passes plane tickets and so on.
