Approved K1 / Fiance Visa retained at Vermont Service Center (VSC)?

My fiance and I have submitted a K1 / Fiance Visa application on 27 July 2011 which was approved on 05 December 2011; however, the petition has been retained at the Vermont Service Center (VSC) ever since and we do not know why. We were under the impression that the approved petition was forwarded to the National Visa Center (NVC) within two weeks. Has anyone experienced anything like this before or have any help information?

(Neither my fiance or I have received anything [ letter and/or e-mails] accept for Forms I-797C and I-797)

So I called the USCIS and was informed that the petition was forwarded straight to the consulate/embassy. Does anyone know if it is possible for approved petitions to be sent straight from the USCIS/VSC to the consulate/embassy? (and skip the National Visa Center (NVC))?

I haven't heard of by-passing NVC before. Call NVC and get a live person, not the automated response. K1s aren't put in that and it will always say they don't have your case. Ask about if your case arrived and departed and get the dates and your new case number.
