In AP and a second request to come in?

My fiance was placed on AP in November with a request for more documents. We turned requested documents in along with his passport in December. After being told several different things by the consulate I had my senator's office do an inquiry. The consulate called my fiance yesterday and was told the officer wants to see him on Monday. He asked if he was being interviewed again. The response was, "I would be lying if I told you that because she didn't tell me that." We plan on him taking in more documents and proof of relationship (better safe than sorry). Anyone had this happen? Any advice, ideas? We're confused.
