Once the K-1 packet mailed off can she come here to visit?

My next question i like to ask you folks. Does she have to file for a US visitor visa to come visit and stay with me for 3 weeks in coming summer months and has a return ticket back to japan.

So does she need to bring with her at the border return flight ticket back to Japan as proof she not going to overstay? Or does she need to file a visitor visa and present that to the CBP agent at the booth? She is coming to celebrate my birthday and it would suck if CBP denies her entry even for a 3 week stay...
