changing status from H1B-H4

I came to US on H4 and changed status to H1B . Now i want to change my status to H4 .
My question is

Can I directly goto india and attend US consulate for H4 visa .

or

I have to change my status from H1B to H4 while in US and goto India and attend for H4 visa.

It can be done either way.
If you are planning to leave US just for H4, it is not needed, you can do the COS by staying in US.
In either case, once you leave US, you must get H4 stamped in order to return to US.
