H1B criteria for stambing in Tijuana

I did my 7th year H1 extension in Tijuana on 2009. Now in 2012, I changed my job twice and got another H1 extension approval up till 2015. I wanted to stamp my visa (as it got expired years back) before my India vacation.

My questions are
1. Can I go to Tijuana again to get my visa stamping ? My H1 is extended with my current company but visa stamped in passport is of the older company.
2. Can I go to Canada instead of Tijuana? Is it mandatory I should go to the previous counsulate which approved my previous case?
