Regarding h4 visa

Hello ,
I applied for b1 visa on 11 Feb 2012 when my husband was on b1 in US,it was refused under 214(b) and second time i applied on 17 April 2012.But when i track passport it shows the message "Your Passport is under process at U.S Embassy/Consulate"

Now my husband got h1b approval then can i apply for h4 visa or should i wait until my b1 visa process is compleated.

kindly please help me as soon as possible.

You first need to get your passport back from the consulate (they can do that even if previous application is pending). There is no need to withdraw the application.
Next you can apply for H4 Visa. You must mention the previous denials in your application. It will not affect H4 outcome.
