Reg. H1B transfer & stamping

Hi,

1) I have a I797 (valit till Jan'14) from CompanyA without a stamping. Can I transfer it to CompanyB and get it stamped?
In this scenario, would I be able to transfer anytime or should I wait for the quota to open.

2) I had filed my petition through CompanyA when I was in India. Can I transfer it to CompanyB and get it stamped while in Canada. Currently, I am in Canada working for CompanyC on a workpermit.

NOTE: This is my second H1B. I had been working in the US on my first H1B a few years back.
