I have to agree with 221gproblem. I have also spoken with many people and even if your interview was successful it is at the discretion of the consular officer to either approve or reject or put your case in admin processing. Along with this they also have an automated setup where for common names, TAL etc automatically the system will let the consular officer know that the specific case needs admin processing.
Now, the Cases are always held by the US consulate it self. The Cases DO NOT go to DOS etc....however to take some burden of the Consular posts they engage the DOS to help them with certain verifications, name/security checks etc...once DOS gets involved the case is a mystery. Under the UNA act they are not allowed to disclose any info regarding a specific case to anyone including the applicant. Where the case is currently sitting? What is the next dept it will go to? where has it been? NOTHING. Also there are multiple agencies that they (DOS) request for clearance and each agency/dept has their own turn around time. For specific cases (maybe like mine) they take longer than normal. I have a Mohamad and a Khan in my name. If I gave you all my personal details and history in the US you would say (just like all my friends & employer says) "How could his case be given a 221g"...thats how clean I am. But it happens, luck I would say. My US Senator's office have sent an inquiry a couple of months back, My company's law firm has sent a couple after I hit the 6 month mark and all these will not help move your case forward, but are useful cuz "they" know that folks are asking about your case. Also sometimes the case will be sitting some place and their are chances of human error as well....I have seen that only after I call and ask for updates and share the personal issues I am facing, the next day date would change. That tells me that even though they are not allowed to share any info, they in the background can send an inquiry within their dept and ask for some sort of an update, which means the case gets looked at hence the change in date. I've noticed that the date changes again after a few days so in a way I convince myself by thinking that I "pushed" the case from my end.
I also feel that every time some crazy person does something stupid and crazy anywhere in the world, automatically that gets reflected on their scrutiny for all applications (immigrant, nonimmigrant, F1, J1, H1 etc etc)......Hence it's our bad luck that stuff has happened in the last 6-8months which can also cause delays ( i think).
I also found from my company's lawyer and other 3rd party immigration firms that the US consulate rotate their staff on a regular basis. They also have new hires with much less experience. Hence even if the officer confirms at that the time of the interview that the visa is approved, later at the end of the day, they go through cases with senior staff. During this time if anyone feels a particular case needs to go through admin processing, they will change the case category after the fact.
If they need to reject for any reason they dont have to wait for weeks and months to do that, so dont lose hope. Its just a matter of time.....ask me, i've would be waiting for 10 months on the 24th of this month.
