After 7 months passports returned with no stamp on it with white slip

Weird! I got an email today to collect my passports from OFC.. My worst fears came true. The passports were returned with another white slip with the following option checked: Your case is continuing to be in Administrative Processing. We will contact you once the processing is completed. PLEASE DO NOT Submit passports unless you are asked to do so.

With that letter they returned all the docs like I797, Barcode confirmation page, Payment slip, Appointment confirmation etc. They returned my wife and kids passports as well.. I am not sure how much longer its going to take now. I have waited 7.5 months. I am very much worried now.. I also noticed that there were few others who got the passports with same slip when I was in OFC.. I am not sure if its some standard practice where 221g folks are getting back their passports.. I even suspect that this is happening due to Gov Shutdown in the USA.. I might be wrong.. Please share your experience...

Got email on Aug 22nd for Passport submission
Flurry of updates: Aug 23rd, 29, Sep 3rd, 6th, 10th, 13th and Sep 16th
Got another email on Oct 1st to pick up passports (status still pending)

Picked up passports but no stamp on it...Frustrated, disappointed and dejected.

Please help me understand the below.

Case brief: My husband and I appeased in US Consulate New Delhi on July 23, 2013. I had applied for F1 (COS from H4 To F1 was already approved a month back).
He applied for H1b-enewal and was given 221g white form under administrative processing. He was asked general questions about his background and siblings name by VO.
He went through a similar process in november 2010 for his first H1b stamping and was issued a pink slip but his visa was approved on April 2011 (5 months).

It been 2 months now and we have placed one confessional inquiry and i call DOS every alternate da, I have also requested escalating with US support travel. The case status has never updated even once. It seems like a name issue.

I am starting to really worry now. I am here in US and he's stuck and it's getting difficult to manage.

Any comments?

Interview 3rd April - VC said visa looks ok, then put it under admin processing, she kept the passport.
Rcvd mail to submit CV and basic info, submitted on 8th April
Last updated on 12th April 2013 - No update after this.

Today received the following mail:

Status still shows admin processing and last update date is still 12 April. Does this mean, I should go and collect my Passport? Should I look at the mail as a positive sign?

Now, I am worried too

We are all fine just till last week. My case is also got updated few times in Aug. But till now I did not receive any e-mails yet. I think, I should be ready to hear any bad news soon.

Worst my case hasn't been updated after April

Looks like they are returning all passports ahead of shutdown even though news say consular ops wont be affected.

As expected

As expected, like in case of munna221g, today I too got my passport back without stamping. Looks like Hyderabad consulate have returned passports for many admin cases on October 1st, while I was waiting at courier office for pick up there were couple of more people picking up passports and the receptionist told that they have received more than usual number of passports from Hyderabad consulate today.

Any info from other consulates?

H1B, I have attended my interview on March 19th, 2013, more than 6 months now. So far 6 status updates, first one was on August 22nd and the most recent was on September 13th.

Looking at the trends, I was hoping something by the end of this week and this happened. Don't know what's next!!!

I have attended VI on July 1st @ chennai consulate and got 221g blue slip with cheking Administrative processing. The VO didn't ask any documents from me other than Original I797 and DS-160. I got status update on sep20th. I am keep calling Traveldocs and DOS, but getting same standard response.

The last updated date has never chaged and still stuck at 22nd May 2013 on CEAC website. The daily pdf status has changed from "Processing" to "Submit PPT". I have submitted my passport to Hyd OFC and waiting to see what my passport contains.
