startup job offer - H1 or CoS from h4 to h1

Hi,

I have been offered a job by a startup company with HQ and clients in US and an office in India as well. I am currently based in India and my wife is looking to move to US from her company through an H1b visa. I can either ask the startup to file for an H1 for me or get an H4 and then have them apply for a CoS while in US. Considering that this is barely year old startup with no track record, which path would have better and quicker chances of being successful in getting me a work permit?
