B2 visa to H1B part time

I was laid off last month and I transferred to B2 visa to avoid gap in status. Now a different employer wants to hire me part time.

Is it possible to get part time H1B? If do, how many hours minimum? Do I need to go to India to get H1B stamped if I get approved to start the job?
