Apply for H1B in May-June 2013

I have applied for my passport and expect to get it in 2months from now, i have read that the H1B VISA application date starts Apr , would me applying in May-June impact my chances of getting a VISA?

I am an IT Professional with more than 6yrs of Experience.

I've heard from an IT recruiter, whose business is greatly assisted by forecasting this with accuracy, that they expect the cap to be hit in April this year. This is believable with recent improvement in the hiring environment. Expedite the passport if at all possible. Otherwise you'll just have to keep your fingers crossed that they're wrong!
