Can I file for L1 from same company, while H1B is pending under 221g-administrative p

Hi,
I was in US and returned to India on some personal work. I attended visa interview, as my previous visa expired. My visa went to administrative processing(221g-Pink-no documents asked).
My H1B visa is in Pending state(221g-Pink-no documents asked) from 10/20/2011(almost 17months now) and my GC is in process. PERM is done, I140 will be filed soon.
Can I request my company to file L1, as I am not sure, how long it will take for H1B visa stamping. I have few questions
1. is it allowed to file L1 when H1B visa is in pending state?
2. Will consulate cancel/stop my H1B visa processing, while issueing L1 Visa?
3. Will it affect my GreenCard Processing?

Can I use my H1B visa if my L1A is pending additional processing (at my home country)?

Any idea?
