Can an US Employer with no operations in India file my H1 Visa

Hello,

I would like to know whether an US Employer which has no operations in India file for my H1 Visa and how to go for it.

I am currently based out of India, but my ex employer in US wants me back and Visa is an issue here. Also, I am from HR and not an IT Professional, so will that be an issue.

Any information on this will be highly appreciated.

They most certainly can. Obviously, you cant do anything till next year April.
