Will L1B transfer to H1B counted in the cap for 2005

Hi,
I have two questions, and would appreciate if someone answers them pronto!

1. I am currently on an L1B visa. I have a new employer who may be ready to do my H1B visa. Will the transfer from L1b visa to an H1b visa considered for this year's cap of 65000?

2.Has this years cap of 65000 -H1B reached yet?

YOU CANNOT 'TRANSFER' FROM L1 TO H1. H1B WILL HAVE TO BE FILED FRESH FOR YOU. YOU WILL BE BOUND BY QUOTA.

2.Has this years cap of 65000 -H1B reached yet?
