Immigration Reforms & H1b

Would like to know how this Immigration Reform will impact H1B holders like me.
I was issued H1B on sept 2008 but i came to USA on July 2011 before H1B expire & further got extended till Sept 2014.
I have valid extension till sept 2014 & have to go for stamping if i visit india.
Also company B has applied for my H1B transfer.
My questions are,
1) If i join company B will there be any issue during stamping ?
2) I have to go india in Nov 2013, so is it good switching to company B once i have H1B transferred ?
3) Is it a better option to go to Canada for stamping with current employer A & after my visit to india switch to employer B?
4) Going to Canada for stamping, is it a good option ?
5) How current Immigration Reform can impact in my case ?

Immigration reform is far from being finalized. Senate version of the bill is not yet on the floor and house does not even have a version. It is too early to speculate how it will affect H1B.
