Which consulate to visit for wife's H4 visa?

My wife need to visit US consulate for H4 visa after marriage. The address on her passport comes under Delhi consulate while my primary address in India is under Mumbai consulate.

Which consulate will she have to go to for her visa? Or can it be either of two?

The Consulate is decided based upon the place of your normal residence in India, and where the stamped passport has to be sent.
