Can I travel to India while labor or I140 is in progress?

I've been in US for 7 years. My green card labor PERM is in process. It was filed Jan 28th - waiting for it anytime now. Once it arrives planning to do a premium processing on I-140. My H1b expires 12th of June. My question is if it gets delayed for me to get the labor certification - can I go to India while my labor gets certified and then my attorney files I140 (premium) and extends my H1b. Can i go to a US consulate with my extended H1b and get it stamped? Will there be any issues in this process? Please let me know.
