How/When to contact Ottawa embassy?

Hi,
My sister attended her H1b visa interview at the Ottawa embassy on June 3. She was put on administrative processing most likely due to a TAL check - the officer asker her for a resume. It has been a month so far and we'd like to call the embassy by phone. We have tried calling the following numbers: 613-688-5335 or 613-238-5335 but no one from the visa section picks up the phone. Would anyone have a suggestion on any alternative phone number to call? Also, what time of the day would be the best to call?
