H1 B visa transfer queries.

Hi,

From my current employer my H1 B visa has been filed and its under RFE status now.
While giving the required documents for RFE, I have been told if i resign during the process of my visa, It can not be transferred as my current employer bearing all the expenses.

My Question is:

1. Is it possible to transfer the visa without the application number???

2. If i change my employer now and my current employer is not willing to give me the application number, Is it possible for me to file a new H1 B from my new employer....???????

No, the new employer will need the receipt number at the very least. Also, 'transfer' will not be possible unless the first petition is approved.
