  • H-1B Extension (Premium Processing)

Can someone please clarify where to send application for extension of H-1B (premium processing).
    USCIS website says:
H-1B employers filing petitions which are cap exempt must file such petitions exclusively at the California Service Center at one of the addresses provided below. Petitions that are filed in error at the Vermont Service Center will be rejected.
    (...)
“Cap exempt” petitioners should indicate their cap exempt status on the Form I-129 by checking question 3, box a, b, c or d in Part C of the H-1B Data Collection and Filing Fee Exemption Supplement (pages 18-19).
Then at the bottom, there is a table that shows California and Vermont addresses for H-1B cap exempt applications based on the employer locations.

Since the following questions are answered on I-129 as follow:
    * Part C, Question 1. Specify how this petition should be counted against the H-1B numerical limitation (a.k.a. the H-1B "Cap") option "d. CAP Exempt"
    * Part C, Question 3. If you answered question 1d "Cap Exempt" you must specify the reason(s) this petition is exempt from the numerical limitation for H-1B classification. => The petitioner is requesting an amendment to or extension of stay for the beneficiary's current H-1B classification.
and employer is located in Pennsylvania, where ext of status should be sent? It's really confusing because same page tell you two different things. Any help will be appreciated.
