H1 B extension is in progress and going back to India

I came to USA on H1 B visa from India in 2011. Now my H1 B extension is in progress.

My plan is to go back to India in september and resign the company in India. The below are my questions.

1. Can I travel to India when my extension is in progress?

2. If I am ok to travel and when I resign my company what will happen to H1 B extension provided it is approved by then?

3. If I am ok to travel and when I resign my company what will happen to H1 B extension provided it is NOT approved by then?
