I have a two arrears in my engineering. I am eligible for H1b VISA?

I have a 2 arrears in my engineering, My boss is wanted to hire me, please tell I am eligible for the H1B VISA?.However, I have the course completed certificate, which is provided from my college

You need to have the degree in hand. The same would have to be submitted while filing the petition too.

As it is this Year's H1 quota is over the next one will open only in April 2014. If you are able to clear those two arrears and have a degree/provisional degree in hand by April 2014 you can be eligible.
