Minor dependent on H4 travelling to India alone needs restamping

I recently joined a new companyand my H1 was transferred so as my dependents H4.

I am planning to send my 4 year old daughter to India with her Grandparents and will be coming back to US again after 2 months. If I understand it right she needs a new visa stamping done, please clarify if she can go for a visa stamping without me or my wife accompanying her also is there any visa waiver program applicable in this case.
