Time to process COS for already approved H1B-- Candidate in US on a different visa

Hey ,

I have a situation. I am currently working on L1B with my H1B in approved status.( It was approved last year but COS was voided since I had traveled out of the country while processing was on.) Now my H1B employer is in process of filing only a COS petition for my already approved H1B.

1. Does this process exist at all?
2. If yes , what is the duration for this process to complete. Can this be filed under premium?
