H1B Pink Slip 221G

Hi,I had attend H1B interview in Chennai consulate on last day. I had been give a pink slip to provide them some supporting document. Visa counselor returned all the documents (I797, Ds160 etc) and kept only the passport with them. Please let me know if any one is having idea about what does it mean. I generally read on forum that they used to send people to other officer to give them the documents before sending back. Even I did not find a case when I797B would be returned to a person after pink slip was issued.
