Does Govt Shutdown Affect LCA Amendment Process?

Hi,
I am working for company 'A' on H1-B Visa. My current project is getting over on 11th Oct and I am supposed to get started on a new project which is located in other state on 14th Oct. My LCA Amendment was filed about a week back.
1. Does Govt Shutdown Affect LCA Amendment Process?
2. What happens if don't receive new LCA before my start date of my new project? Am I still eligible to start working on it since LCA is in process?

Someone please throw some light on this.

1. Govt Shutdown doesn't Affect USCIS operations.
2. LCA is similar to authorisation of work when u make a move from one place to another for a job. so i hope it is must

LCA is taken care of by DOL. Since DOL is also shut down the process has indeed affected.
