Can apply for second stamping w/B if first stamping is w/ RFE/221g w/ A?

If get RFE/221G and wont able to provide requested document then
1) will they put on passport or somewhere else that you cannot go for next stamping untill you clear first OR
2) no one can hire you for fresh/transferable H1? It is also possible? If yes,then I"ll never be able to come to US

1) If you do not sort out the 221G, you can request for the passport to be returned after some time. You could withdraw your visa petition. For subsequent petitions, the case will be viewed basis the documents provided then. The past record stays on the system, but if your paperwork for the petition is good, you are generally ok despite a past rejection or RFE or 221G.

2) It is not like that. Your visa is still usable.

You have not clearly mentioned that you are in USA and are thinking of coming to India for stamping, and are worried if the application gets stuck.
