H4 filing while H1 B extension is in process

Hi, Currently I am in US and My visa expired on Sep 30 2013. Extension has been applied for it on Sep 17th. Now I have to file for my dependents visa - H4. Can I apply now, while my Visa extension decission is still pending? Please suggest ASAP.
