H1B Transfer to different employers

Hi,

I am in confusion for my below scenario, can you please help:

Scenario1
I have been working with employer X on an H1B, and wanted to switch to employer Y. Is LCA required for that? If yes, will it be processed in US shutdown period?

Scenario2
I have been working with employer X on an H1B, and applied for an H1 transfer through employer Y. After getting the receipt notice, I started working for employer Y. In meantime, if I get a new Permanent job and decided to switch to employer Z, can I do that while my H1 approval is still pending with employer Y?

P.S I have enough time for my H1 and I-94 expiration (More than a year)
