h1 transfer being in India without joining the company who filed in US

This is with regards to my H1 visa which was filed in October 2012 and was stamped in Jan 2013. Due to some reasons I chose not to join the company as the terms and conditions were not clear. Can I transfer my H1 now to another company?I have not travelled to US on that visa so far.
