Regarding my H1 B Status

I got my H1 B in Oct 2008. As I did not get my job I changed my status to H4. Till now ie. 2013 Nov Iam on my H4. Now I want to try for a job. So I have some questions

1. If I get a job do I need to go for COS?
2. If not COS then Do I need to apply for new H1B.
3. If I apply for New H1b Do I come under CAP?
4. If I don;t come under CAP till what time I does not come under CAP because by OCT 2014 I will complete 6 years of h1 b period with out working not for a single day.

I think you qualify for COS on the old H1B and do not need to file for a fresh H1B.
