H-1 renew and employer transfer

Hi All

I stamped my h-1 B in 2008 and used it for 5-6 months in 2009. Since then I am working in India and my Visa expired in 2011.

Now if I apply for a job is asking for H-1 ready candidate, will it make difference if they hire someone with valid visa over me?

Any new person also needs to change employer with new company. I need to change employer as well as renew my visa.

Can anyone help me with the process of Visa renew and employer change together?
