H1B cap exempted and transfer

I got H1B twice and unfortunately I never used

First H1B valid: September 2008 to March 2011

Second H1B Valid: January 2013 to April 2013


Presently I am not working for that companies where I got H1B

Now I would like to apply cap exempted. Is I eligible, if eligible which one is prefer to apply cap exemption?

Can I apply cap exempted from new company? Can I transfer my H1B?
