Can I go out of USA for tourism to the country of of my origin (passport) when my H1 application has been filed.I am on H4 now.

Can I go out of USA for tourism to the country of of my origin (passport) when my H1 application has been filed.I am on H4 now.

If you go out post a COS application before the COS approval then the COS is considered abandoned and gets converted to consular processing.

So to answer your question, if your H4 to H1 COS is pending either travel after getting it approved, or get the approved petition couriered to you in your home country and then get H1 stamped and then return on H1.
