Dependent Visa for my wife when my H1B extension is in RFE

Hi All,
Today I received a status of RFE on my h1B extension. I have filed extension on 25th September 2013 that got passed to local uscis on January 16 and today Feb 1st I received an RFE.
I want my wife to join in US with me, currently she is in India. Can I file a dependent Visa for her even if my H1B extension is in RFE.

What else options do you suggest me. I am really tensed.

Has your I-94 expired? You need an approved H1 petition for the H4, as the current one has expired you would need an extended one before your spouse can go for H4 visa stamping. Why not upgrade to premium and get quick decision on your H1?
