H4 Visa Refusal

My H1 started on october 1, 2004 and the consular officer asks why my income is only 19K. When you consider the 3 month period, my income is greater than LCA. Its such a simple thing to understand but her Visa was still refused twice by the same lady for the same reason inspite of my letters to explain my earnings.

Any suggestions??

Hi,

I am assuming that 19K is in 2004. What about 2005? Did you submitted the Pay stubs? and when did you came to US?
